CODERS is a student organization for those interested in writing code and getting together with others. They have on-campus social events and do community outreach. You can find more information on their website: UWL Coders
The Department of Computer Science operates a computer lab for students in CS courses in Wing Technology Center 16. The computers in that room are setup with the tools you need for the programming assignments in CS 120. You may also take your laptop if you prefer.

Java is available for free in the form of the JDK -- Java Development Kit. You can download the JDK from Oracle. Be sure to click the download button for JDK, NOT the JRE. The newest version of JDK (as of August 9, 2019) is 12.0.2. However, you are encouraged to install Java SE 8 (version Java SE 8u241, available on the page linked above).
There are many tools that will allow you to edit Java code. You are welcome to use any of them on your computer. BlueJ is a simple, relatively easy to use IDE. One benefit is that it includes a version of Java. Eclipse is a free, very full-featured Integrated Development Environment (IDE). It is also somewhat more difficult to use. You can also edit your code in any editor (I recommend Brackets or Atom) and run it from the command line. You can find BlueJ here and Eclipse here
Eclipse can seem a little intimidating at first but you will get used to it quickly. There are a number of online tutorials. This one from tutorialspoint.com seems well done: Eclipse Tutorial
